No, it isn't. Magic love potion stuff is honestly no different than if Cupid shoots a love arrow at you. And both Sonic and Amy, and Tails and Cosmo, were already established or implied before this episode transpires. Sonic already confessed to Amy directly at the end of the previous season. But the status quo has returned, so Sonic is back to always avoiding her in spite of that confession, so Amy is naturally upset about that.
Imagine if the love of your love proclaimed that they 100% loved you back and always have.... And then basically just treated you the same way they always have, never actively engaged in anything romantic with you, and always avoided the subject entirely. That's basically what Amy experiences in Sonic X and it's all played for laughs. And Amy, being a young girl who likes mystical stuff, jumps at the chance to use a magic love spell thing from this alien planet. And, also, just as a reminder, these aliens told her about it. They gave her the spell, they told her how to use it, they were in full support of this. When Cream and Chris found out, they also were in full support of this, they saw nothing wrong with any of this. The episode does not frame any of this as rape. It's all played for laughs and as genuine romance.
It is not, at all, comparable to that Sonic short about chloroform or whatever the heck. But it's also not accurate to the true, actual Amy Rose either either way. Because, meanwhile... with the REAL Amy Rose... She has outright, officially stated that she has no intention on being a burden on Sonic. She wants to watch him run free, and catch up if she has to.
Amy loves Sonic's freedom, Amy loves who Sonic is, and wouldn't change that for the world. But Amy isn't even herself in Sonic X, it should not AT ALL be used as a reference point for her character.
