Well it's both.
Blades can be influenced by the Drivers they bond with. Amalthus was a fatalistic asshole who believed in his heart that people are just inherently evil and wicked and self destructive. And that if God still hasn't stepped in to fix this shit then obviously he wants it to be this way. So when he bonded with Malos, that became Malos's core belief.
On the flip side, Addam saw the unbelievable level of destruction Malos could do and was genuinely frightened at the idea of wielding that type of power himself. So already Pneuma was diluting herself to Mythra to make herself palatable to Addam. After the Fall of Torna, when Mythra realized how dangerous she really is, she diluted herself even further to Pyra. What's more sad is that Pyra is everything Mythra isn't. Mythra is militant and cold so Pyra is motherly and warm. Mythra has no hesitation about using her doom laser on regular people, Pyra dislikes fighting and will avoid it where she can. Mythra can't cook for shit, Pyra is damn near a chef.
