I wouldn't mind more villains that are just greedy and detached from the scope of the suffering they've indirectly caused.

Most players have a strong preference for being the good guy. And an ambiguous villain complicates that.

Yes. A "villain" is literally defined as a wicked or evil person. Assuming you meant "antagonist" instead, no, and there are in fact many games where you play the villain as a protagonist against good guys who are the antagonists.

Dungeon Keeper off the top of my head. Baldur's Gate 1 & 2 (and I assume 3?) let you be a literally evil person. You can roleplay as evil in pretty much any bethesda open world slop and kill civilians. Grand Theft Auto games are all about being a murderous criminal.

The villain in a story doesn't have to be evil, but he does have to create problems for the protagonist. For example, in a story where the protagonist is a thief, the villain has to be a meticulous and diligent do-gooder.
