Even before the influx of millennial tard writers, video game writing was always for people who couldn't make it in novels and movies, and were just one failure away from writing for TV shows.

His whole thing is that the US had been fucking over veterans and their families, and he was looking for justice. He was wrong, but understandable. He also lost control of the situation when his subordinates wanted to actually use the gas on people.

Yes. A "villain" is literally defined as a wicked or evil person. Assuming you meant "antagonist" instead, no, and there are in fact many games where you play the villain as a protagonist against good guys who are the antagonists.

Dungeon Keeper off the top of my head. Baldur's Gate 1 & 2 (and I assume 3?) let you be a literally evil person. You can roleplay as evil in pretty much any bethesda open world slop and kill civilians. Grand Theft Auto games are all about being a murderous criminal.

The villain in a story doesn't have to be evil, but he does have to create problems for the protagonist. For example, in a story where the protagonist is a thief, the villain has to be a meticulous and diligent do-gooder.

If they're not evil then they're not a villain, just an antagonist. So yes, the reason is "words mean things"
