I doubt they tested this to any real extent. These DPS checks reek of "yeah that sounds about right" napkin math gone wrong. Probably couldn't devote the dev time to actually testing it in realistic conditions.

By the time you have gotten the Trials ornament, you've already paid for it with Money AND Time.
>You have to clear the Lightfall campaign ($40 and 4~5 hours, less if you're skipping cutscenes and/or have a party)
>You have to clear Root of Nightmares (Little less than an hour with a decent party; 4 hours with LFG)
>You likely have to do 30+ runs of RoN, which even with a checkpoint farm is going to take you a few hours (2 months with LFG)
>You have to own EoF because Trials locks you out unless you own the latest expansion ($50)
>You have to willingly play Trials until you get Flawless (Dozens if not hundreds of hours).
By the time you can touch this thing you've spent $90 and helped stuff bungie's servers for probably 200 hours.
Also it's available for Bright Dust later, so fuck you; even this claim of an accomplishment that you earned (and then paid for) is ephemeral, because in 3 months Johnny No-Trials just picks it up for 3200 BD.
