To put it simply, the aim is to create a currency which loses 50% of its value when you try to sell it. On top of a 20% "tax" on purchases that functions as a "gold sink".

In addition, since you can only get the currency from doing in-game activities(the currency cannot be purchased directly with gold), people have to actually do those things(instead of just farming raw gold). Furthermore, since the best place to get badges is in dungeons, raids, pvp, etc. It not only encourages people to do those things, but narrows the gold per-hour gap between solo vs group farming. Thereby encouraging more group play, and increasing the number of people doing dungeons, raids, pvp, etc.

To the extent gold can purchase the new currency, it is only through buying trade goods from the auction house. In total, there are 162 items needed for the quest turn-ins. Which means far more auction house activity.

Moreover, these quest turn-ins require raw gold(25 silver per badge), and since currency exchanges are most likely to be through the auction house(with a 5% fee). This GDKP system would be a massive gold-sink for actual gold(instead of normal GDKP's where gold changes hands at no cost).

Basically, it solves multiple problems, while preserving the ability to do the equivalent of a "GDKP".

It's not GDKP really. More like server-wide DKP. And on some level, server-wide EPGP. Which can be "sold" at a massive penalty, or used as a currency for slightly bigger bags.
