Symphony of War is really good. Can look cheap, story isn't its strong point either (though starts pretty good).
It's really not much like Fire Emblem, aside from being turn-based. You create entire squads out of varied units. Unit composition and their positioning matter. Units can also be customized to a certain degree. You get a couple of named characters with their own stories, they often work as super units and leaders for squads. The rest of your units will be mercenaries, there are a lot of named mercenaries with their own unique abilities.
