This is completely true. Without sniper to soft counter, an overhealed heavy is the single strongest combat class. Next is demoman.
Scout? Soldier? Pyro? Spy? Completely dominated by overhealed heavy. Only other relevant class is demoman for his strong ranged spam.
If you selectively remove some stuff you personally hate you'll get in a situation where you have to nerf heavy and medic. With them nerfed you'll next nerf demoman because people will just spam demoman and nuke other classes into oblivion.

Sniper serves his purpose well. Also despite sniper's existence heavy remains the undoubtedly best combat class in game. In fact any player capable of dominating with sniper will dominate twice as much with heavy. That's how fucked he is especially with medic. And guess what? Fists of steel exist so sniper only counters heavy when he shoots you when you don't know he is there. So it's skill issue.
