Shion's problematic for the writers, because his character as a child who's had his life orchestrated to die for people who neither know who he is or care about him is a microcosm of the rest of the SDU and ties into the lore reveals in 2nd Scenario. Hence that's the only route where you can bond with him, but consequently the less a given route is 'about' the war with the Futurans, the less Shion has to do with it. The Uchikoshi quartet especially are about a different conflict altogether, so Shion's mostly just kind of there.
Also he's an invisible ghost who can theoretically see anything that happens in the school and oneshot most enemies. You have to keep him in the background and write around him or he makes writing certain routes difficult.

I know his Bond Events cover this, but I really want a DLC route where it delves into Shion being everyone's dad and everyone being family. Rebellion sort of dips into this territory but it's underwritten.
