The will of God is not that people would treat each other better it's that we would come to Christ for salvation and through salvation we would begin to grow in grace and knowledge, our behavior changes as a result of our closeness to God, this is why a Christian can still be saved and yet behave as though they have never been saved it's because the closer we stay to our savior the more fruit we produce, the further we stray from the Lord Jesus Christ the less and less fruit we produce until we are unprofitable and are in danger of swift judgement.

We are all undeserving of love and salvation that is why God's mercy and forgiveness is a central part of God's nature, it is in God's divine omni-benevolent nature to love the unlovable, to forgive the unforgivable and to restore that which may seem irreparably damaged.
Murderers have been saved and changed, the sexually deviant have been saved and changed, freed from their lusts and given the strength to persevere in purity and the process of sanctification. The Lord Jesus Christ took ever sin that mankind has ever committed onto Himself, suffered divine wrath on that sin and rose again three days later proving that His sacrifice was enough to pay for your sin and my sin.
