how do I uncensor my seia l2d

I'm new but I have rolled a lot and now I have many copies of Hanako (Swimsuit), in addition to 1 copy each of Neru (School) and Rio. People told me to max Hanako first because it's more important to have high investment on her. But once she is maxed, who is more valuable to pull on, more ligma for Rio or more ligma for Neru?

From what people have written here, Rio will be used more widely (in more raids), but Neru is a striker so it's more important to invest in her?
