Deathwing repeatedly designed all his Dragonflights with self replenishing properties. The Twilight Dragons started laying eggs after enough were corrupted to make the flight. The Chromatic Dragons were laying eggs, had whelps and had pups with Chromaggus.

But yeah, since playable Dracthyr are a thing, toootally makes sense he'd make just a few Dracthyr for longterm battle with no passive means to replenish their numbers. He'd definitely make sure that was a thing with them specifically.
