Amy and Cream are a perfect contrast between each other. Amy is intensely loud and passionate, Cream is delicately polite and gentle. The problem lies in what you think "Passion" means.
Amy is defined by the strength of her heart. Her "LOVE" burns hotter than a thousand suns, and she wears that on her sleeve without shame. She is as free-spirited and impulsive as Sonic, but without his "cool and aloof attitude". She is extremely enthusiastic and overexuberant with her emotions, which are primarily her overwhelming JOY. Amy is a very optimistic and upbeat individual, she is a "cheerleader" at her core who raises everyone's spirits just by her mere presence alone. And that overwhelming presence is quintessential to her dynamic with Sonic, as that passion contrasts and challenges his coolness.
Cream contrasts Amy by having that same "coolness" as Sonic. Meaning, Cream is cool-headed where Amy is hotheaded. Soft-spoken, delicate, polite, gentle where Amy is loud and brash. But both are as sweet as ice cream, cake and candy. Just different flavors. Cream is always on her best behavior while Amy is driven purely by the whims of her heart.
The problem is when the writers mistake Amy's passion for anger and aggression, and Cream's flavor of sweetness as the ONLY flavor of sweetness that can exist. Heavily biased towards Cream's politeness so Amy is made to look like a psycho smasher. THIS is NOT Cream's fault, it is PURELY the writers getting BOTH of them wrong.
The way I see it, emphasis needs to be placed on Cream's "strict discipline" and Amy's passionate LOVE AND JOY. This is the heart of the Amy-and-Cream dynamic in "Team Rose". Cream as the "mediator" while Amy is head-over-heels in love with being in love. If anything, I'd suggest making Cream even "cooler" or "colder" to make her feel more like "Ice Cream" to add even more contrast to Amy.

The real problem with Team Rose is Cream being specifically designed for this role yet they failed to provide an actual foundation for her friendship with Amy, to actually parallel Sonic & Tails like they wanted.
