Unions are indeed region locked. You will only be able to cross play with us in summit arena and phantom theater. If you just started and didn't reroll I would really recommend making a new account.

The only thing subservers within a region affect is pve rankings. You will also be able to join any union in global on any global server, so you don't need to be in s1 to join the /vg/ guild, any global server will do.
