L4D virus is airborne and CEDA could not find the cure for it so everything went to hell real fast and the military was probably killing civilians in The Parish campaign so well never know what happens after that and that the military mistakenly thought they were immune even the L4D2 survivors said they were killing people

But I read a theory on youtube saying that even though the survivors are immune to the virus, they could still turn. Just my opinion
