It's demential how fucking transparent are the obvious real motives for this ID scam, fucking governments were salivating for putting this shit in place. If the reason was "safety" all that was needed is to further codify the contractual responsibilities of both end user and isp so that the isp would offer dedicated solutions (parental control and vpn with logs and blacklist) easy to enable for the end user, and the end user having to sign a contract which clearly would warrant him directly responsible for not employing those instruments.
