More like 1999 is a two-folded plan to either kill the Indifference by turning the Nuclear Reactor into an Atom Bomb or take the longer way with less casualties by forcing everyone to have emotional bonds and somehow track Tau (for reasons still unexplained).
In the Bad End of the Hex Quest, it's noted that the Indifference actually falls together with all the dead Hex (matching how Radiation is one of its weaknesses and Entrati built Qorvex in the future), which reinforces that. But the twist is that it was more of a backup plan. Actual one was forcing the Drifter and the Hex to work together and get the power of love to fight back.
We don't know why Tau is so important. But Lettie recognizes that they are chanting Mayan Mythology much to her confusion

Interesting that per interviews and devshorts the consistent theme of the Murmur faction is walls and they had also asked to design a Warframe related to walls (which is Qorvex mixed with radiation containment and nuclear power plants) but the faction squirms, stumbles and drags itself. Eleanor deduces it’s actually stuck or imprisoned in that wall.
It’s as if the Murmur are what managed to break from the bigger wall, still having to drag themselves weighted by the shards.
