Let's look at the timeline of events
April 21, 2005:

People like to say that Aizu's claim they're out there helping humanity doesn't make sense, but it's in-line with the original developer comments. From a meta-perspective, it seems like Inti had initially intended to do something with them, but canned it for ZX - a series in which you're playing as Guardian parallels, anyways.
