Tough to say, depends on what you want. Rodya is probably the only one really worth aiming for right on the banner, since she's a powerful generalist/sinking ID. She can shift between being an aggro tank when positive SP, or an aggro dodging damage dealer at negative SP. Pretty easy to swap between both modes as well.
Who knows what the Arknots Collab will have desu, we have at least two more events/banners before then. You could always borrow Rodion until next Walpurgis (which is probably later this year).
