I'm not really the right person to tackle your whole post, but I will say on this since it reminded me of a dungeon from SHB, that they had a chance (maybe more, I might be forgetting some) to do this in ShB, the dungeon with the water people for when you go off to get Feo Ul's new crown does have frog people who are casting buffs and, if memory recalls, they do flash as if they can be interrupted but actually using your Interject or Stun on them does nothing and they keep casting anyway.
So, SE has a chance (again, maybe more) to teach this concept to people, yet when chances for this arise they don't work.
That's all I'll really say since I can't comment fairly or honestly on the rest.
