Depends, does knowing what the ceiling is really matter?
Far below legendary power levels but someone like Sabrina or Caitlin being as powerful as an Alakazam or even stronger I think is fine as long as it's restricted to exceptions like them.
I don't see anything wrong with trained humans being able to successfully fight pokemon, we have plenty of canon examples of it already in games/anime/manga. Just tie it together with the bond a human makes with a pokemon to explain why humans as a species lived in constant mortal danger of being ate or killed by pokemon.
