>Toby doesn't generally do actual "the player is a character". There's always a degree of separation, we're Frisk, or Chara
Toby did that once with Undertale and it was bad because when you have three layers of middleman that are all "the player (character)" and simultaneously their own character with their own history and personality it really muddies the water of the player's agency and decision making.
Deltarune cut out all of that bullshit because Deltarune is far more concerned with exploring the idea of the player's relationship with the character they're controlling. It's just YOU and Kris.
There's plenty of evidence to suggest that YOU are in fact meant to be someone who has played Undertale before.

Gaster being the "game master" or otherwise managing your experience with his experiment is one thing (eg. managing the SAVE files), but having a character in the story interfere with his connection with YOU (or him collaborating with the characters in the story) would be getting much more directly involved.
As we understand him now Gaster is some unknowable force that brought us into this world and could pull the plug on our connection at any time, but if he's actually just some guy who you could physically reach if you went deep enough into the dark in the Shelter that completely changes our context and understanding of the whole situation here. Gaster being the final boss could be real.

It also seems pretty in-character for a rebellious teen girl with nontraditional interests who has a mother so strict and uptight that if you stuffed coal in her stocking it would come out diamonds.

What do you mean? That it's "another" Him and not the same Gaster from Undertale?
That follows from what I said. "Gaster Deltarune" and "Gaster Undertale" don't exist anymore, they were "scattered across time and space." The Gaster that now exists outside of time is not any "original" Gaster, he's something greater than all of them.
If we were looking for "pieces of Gaster" similar to The Forgotten Man left behind Undertale, you could point to the Memoryheads, Mysteryman and [redacted]

He's not "the real Gaster." And he doesn't only exist in the Dark World or within Kris's memory, you can find him waving to you in car in Chapter 2
>* (Looks like a car.)
>* (There is even a man inside this one.)
>* (He waves at you happily.)
And in the diner while it's raining in Chapter 4
>* (Looks like the diner is full.)
>* (... a customer in the back notices you.)
>* (He holds up a takeout box and taps it, happily.)
