The best way to evaluate whether a frame is good in EDA/ETA is: if you join a pub with a random player of that frame, does the mission become more likely to be successful, or not? I don't know that I've ever joined a mission, seen a Caliban, and thought "Nice, this mission just got way easier" the way I do when I see some other frames.
This is not the same as saying they are bad, mind you.
