You have no way of describing an impetus for a choice, which neither originates from a prior state, thought, memory, nature etc. (even including magical ones, like God or the soul.) and also isn't a purely random occurrence out of nothing. There is nothing else from where such an impetus could arise, not even hypothetically as a thought experiment.
