I think the problem with melee builds could be fixed with locational damage to the wings causing them to plummet.
You're never going to get rid of the need to use ranged attacks on a flying enemy, but this way the ranged attacks would not actually have to be the source of your damage, you just plink them a couple times and they fall down.
As for the breath attacks being unfun, I saw a YouTube video of a PS4 mod of all things that gave dragons homing projectiles that could be strafed. I think making this the main means of attack for the dragons, while keeping their vanilla breath as a high-risk attack they can be staggered out of if you them during the windup, would make dragon fights more fun.
Wards making them easy is honestly fine imo, wards are fairly expensive spells and most players don't use them anyways.
