I'm pretty sure Gubo Sang's skill 3 can still potentially deal more damage than FullStop Heath if you hit 4 targets with all conditionals active and crit, since he has around the same or more damage multipliers and a skill with a bit more than half power of Heathcliff
All conditionals include killing 2 sinners though (1 turn before for fell bullet, one with skill 3)
This of course against 4 targets, against single target he'll barely hit half damage
Not saying it's good, just pointing things out
