When do we get the green suited girl and the race owner loli brat as recruitable horses?

I'm trying to raise a good Urara but my previous attempts keep losing. What stats do I need for late chaser to actually work right? I just want to be able to beat her campaign

Why does everything in this game take so long? it's at least two hours of gameplay to grind through the multiple careers and even those careers end up unceremoniously cut off the moment you aren't able to win a stacked race in first place filled with other good horses. I haven't even started any of the stories yet. Normally stories are the time sinks in gatcha games, having to read through lengthy events. Here the stories if anything are gonna be a break from grinding and skipping through career events. I'm liking the game but jesus christ it takes a lot of time out of your day

If it makes you feel better I got nothing but shit for like ten rerolls in a row. If it weren't for rerolls costing no time at all I'd have settled.
also, side note but when can I punish this annoying nepobaby? She's much too uppity and needs to be corrected.
