Six months seems exceedingly generous in a scenario where humanity just stops being present, to say nothing of the prolonged infrastructure damage that would be happening. Workers are not going to be fixing anything at all, a single thunderstorm early on could plunge your neighborhood into darkness forever from a downed line, unless you feel like playing with wires wrapped around a tree in the street.
There's also the factor that the government has incentive to pull utilities in the exclusion zone sooner if anything, public pressure has them killing survivors in the zone outright to quell leaks so I don't see why they would continue to provide power and clean water to people they're trying to exterminate. "Realistically", utilities would've been cut to the area along with the phone lines before the game even began, with the current implementation more suited to an area outside the zone where you really couldn't predict how long it would last from personnel being present. Anything above two weeks would be too much IMO.
