I can totally see the setup that we come to vice city as a sort of "expand our criminal empire" sort of deal
or that our los santos empire is shutdown from the feds (even though we technically are the feds) and we flee to vice city to sort of start again
or we take control of a new sap and try to be a level 100 crime boss
