I feel like Shizuna was shoved in due to her popularity. Even though i like Van x Shizuna dynamic falcom were probably going with only Agnes and Elaine at first. I remember Kondo said in the interview they had to increase Shizuna's screentime in Kuro 2 because of her popularity.
