Exactly. It basically means that a d20 is the primary dice (in thew case of Mutant and Masterminds, the only dice rolled) and the point buy means you don't roll stats, you spend points to determine them during character creation. I use a variant where the base of 10 for AC is replaced by a 2d0 roll for each attack and it keeps the pace engaging.
