I don't think it is and I'm the one advocating it. The whole point is that Dukat is a ruthless power hungry nationalist who wants his people to be strong. The same motivation that makes him a war monger to make his people strong also leads him to fight for them when he needs them. The nationalist and the tribalist can be useful to you when they're on your side; but they're still dangerous.

I didn't say he was good. Thinking that a desire to defend your people and make them strong at all costs is inherently good or bad is a juvenile concept.
A character who's an unrepentant fascist who still wants to be dictator and still wants to conquer the galaxy is not redeemed. He's simply on your side for the moment.
When Stalin was killing Nazis was he the good guy? Or was he still a genocidal totalitarian asshole?
