not really, maybe The Vision™ was "i want the game to do x" so the devs obviously put up a system that could do x but also y and z, but only x was requested so only x was actually used. It's like idk someone asking for red shoes so you build a machine that makes shoes of all colors cause if it can do red it can also do other colors but the guy insists he only wants red shoes so the other colors go unused
