Buu Arc characters aren't actually that much stronger than Cell Arc characters. SS3 Youth Gohan could beat Fat Buu.

It's actually pretty easy to make comparisons between Cell Arc and Buu Arc characters. Goku is definitively above SS2 Gohan full power and Bejita gets to that level when he becomes Majin (stated by Piccolo). 7 years of constant training and Bejita doesn't surpass Gohan while Goku needs to have overpowered dead training to surpass his level.
