That probably is the plan, just nerf their board clearing and nuking by 1 each, and then give them actually good artifact support cards and you probably won't see too many people mixing and matching, unless it's a Substitution deal like in OG shadowverse. Good card both puppet and other decks use, not too gamebreaking, just a good card you can run other removal over.
