There is no true Nihility sustain. Gallagher is closest to it, but not really. He is still mostly brick effect that can abuse AA. Sigger needs sig and E's (E2) to get there.
All of Luocha e's encourage debuffing. May as well go full with it and turn him into sustain Welt. That way he has his own thing, without being just copy of another limited healer, but worse.
