these loops are not the same as the 'cycles'. phainon (khaslana) ran through 33 million loops of the same 1 cycle with the same people and Heirs in it every time (and I presume mostly similar roles, end results etc. with minor variations like the memory shards show in the basin)
whatever occurred in the previous 'cycles' is out of our reach and works mostly as background lore for how the scepter and the planet works
