The game as a whole was described by people with access as a "boring mess". I feel like if the writing had been good Paradox would have bought someone in to fix the game design. But they were totally happy with TCR nuking literally everything Hardsuit had written from orbit. We just don't know.
The trailers and gameplay videos don't paint a particularly flattering portrait of Hardsuit's writing or really anything. The game looks really bad. I feel like a lot of people were operating on hopium.

An important caveat is that Hardsuit's writing being very bad doesn't preclude TCR's writing also being very bad. (But we haven't seen enough of TCR's to guess.)

That isn't how tax writeoffs work. We are talking about a very expensive videogame here. Paradox have sunk a lot of money into it. They had initially wanted TCR to shit out something in 2 years. Eventually decided to give them 4-5 years instead. This is one of the most important RPG releases of the decade. People on /v/ talk like it's some kind of low budget side project. Paradox are confident that the game will recoup their investment because they've played the thing and think it's going to be amazingly received. Then again, they're Paradox, and could be completely delusional.
