You can make semantic arguments and shift goalposts all day long, but you started this by saying Croatia has a nuclear plant. The fact is that Slovenia has the actual nuclear plant, of which Croatia owns half. Just like how Italy, directly or indirectly, also has (controlling) interests in various reactors in other countries.
If the fact that you bureaucratically own half a nuclear plant, in another country to boot, really makes you feel smug enough to try and take a swing at other countries you should probably just take the L, move on and find something that's actually within your own borders to be proud of.
