Dess had to have been in her late teens when she disappeared judging by her room, no way she was any younger than 16
Asriel has probably been a college student for a few years, which would make him around 20 now. Tenna's flashback depicts Asriel "disappearing" before Kris and Toriel finally stopped watching him, and with him being unplugged and covered in dust and totally unaware of the current circumstances of Kris's life, that was probably a few years ago. Asriel's classmates (eg. Catty and Pizzapants) are also depicted more "adult" than "teen" like Kris's classmates are, and the townsfolk generally speak about Asriel as if his absence has been felt for longer than just a few months.
Kris and Noelle are consistently depicted as being significantly younger (smaller) than Dess and Asriel whenever their time together is mentioned, so as a ballpark estimate I'd say their age difference (and the time since Dess has disappeared) is probably at least five years. Kris couldn't have been older than 12 when Dess disappeared (probably even younger) and Dess couldn't have been younger than 16-17. If Kris is around 16 now Dess must be at least 20.
