Magic is purest psychology. The mind's eye. It's a way of looking at the world. Magic to one is not magic to another. It is the birth of religion. It is personal. What is wizardry to the witneser may not be magic to the wizard. That wizard either sees what they do as magic, or they don't. Their bar for magic could be completely different.

If it's no longer seen as magic, ask yourself what made it magic in the first place. That of wonder and mystery, "I wonder...", etc.

Tolkien demonstrates this well. The elves don't see what they do as magic. They’re not magical beings to themselves. Their works and doings aren’t enchanting to themselves. They're too used to it. It's just art to them. It only enchants men and hobbits. The elves look to the Maia, or “wizards”, the same way men and hobbits look to the elves. Enigmas. The bar for magic is higher for the elves than it is for men. Magic is a bar.

Gandalf goes out of his way to enchant. To inspire. To guide. It's his role. Being a magician is this station. A situation. It's putting on the pointy hat. He doesn't go out of his way to abuse. He doesn’t start cults like Sauron. He only chalks it up to himself. To nature. To the ingenuity of the races (he calls opening a dwarf door a spell). He’s a stage magician purely. Gandalf uses blackpowder for beautiful enchanting displays of fireworks to bring joy and inspire laughter. Saruman uses blackpower as a terrible power in industrial warfare.

Tolkien called this “enchantment”. That of being enchanted by something to the point of seeing it as magic. There’s also a dark side to this, like this Sauron, who, again, goes out of his way to weaponize ignorance to start cults and spread fear.

Assuming God would see Himself as a true God, is silly. Would He see His capital-m Miracles as truly capital-m Miraculous to Himself? Of course not. It extends to any other higher beings, even one’s lower. It’s relative.
