A vtuber's model shouldn't jiggle like it's made out of rubber, it should follow the person behind it, and not any more than that, or it gets distracting and silly.
But tracking is not the real issue here; the design is. Saba is generic. A blonde loli straight outta some mesugaki doujin that kinda tries to channel Gura's original design, nothing about her is memorable or interesting. This is a problem with all ex-HoloENs, they all do this (rather pathetic) attempt at replicating their own old designs and failing.
Hololive is so good at design because they can afford to pay famous character designers who don't necessarily do Vtubers. Meanwhile, indies always use the same small cast of Live2D artists, and all look the same to the point that they seethe about it behind the scenes (see: Sinder). Gura was unique and memorable, even her scuffed tracking was iconic. Saba is just a loli who moves and looks like every other indie.
