It's all in the design. Is the "rig" better on the new model? Sure, but the design is loud, exaggerated, messy, and generic. Gura was an iconic design that was beautiful in it's simplicity. That is what happens though when you go from professional japanese artists to retarded western fan artists. The new design is such a mess.

Keep Gura's character sheet, retweak the design and get a halfway-decent rigger and a different artist. There, I solved Gura. The issue with Saba isn't that her design is bad, it's actually really nice, and the rigging is really really good, it's that it fails the silhouette test for memorable design. You could not in good faith fail to detect Gura's funny penis head design, but for Saba it's not as obvious.

But tracking is not the real issue here; the design is. Saba is generic. A blonde loli straight outta some mesugaki doujin that kinda tries to channel Gura's original design, nothing about her is memorable or interesting. This is a problem with all ex-HoloENs, they all do this (rather pathetic) attempt at replicating their own old designs and failing.
Hololive is so good at design because they can afford to pay famous character designers who don't necessarily do Vtubers. Meanwhile, indies always use the same small cast of Live2D artists, and all look the same to the point that they seethe about it behind the scenes (see: Sinder). This, the only reason I even tuned in was because I was hoping it was senzawa, sharks are cool, and I was already into hololive.
What I got was beyond my expectations content wise, but the model and design was carried by the very quick love we cultivated for our lil shark girl.
It speaks volumes that the first thing that happened was getting rid of a big design element - that silly looking hood that despite being a cute idea, was terribly designed and rigged, and ended up making her look more like the juggernaut than a shark, and giving her the silhouette of a penis.

They are taken in by all the cool screen transitions and "stylish" effects and go "wow, that is good". In actuality a game like Dragon Quest XI is a much more down-to-earth RPG. Better in design and better in execution. Beautiful in it's simplicity.
