(afaik, doublecheck everything) you can go to Ashgabat alone but need to hire a guide (non necessarely join a group) to get out of the capital.
Unless you get a transit visa, which sometimes they give you and sometimes they don't, but even then there are further restrictions for the Dashoguz region (which is unfortunate because there are a couple of the most interesting things for turkmen standards)
anyway, i'm excited for the absurdly rare flags (i fully flagged TM to district level last year)

also in some OSM-derived maps the Yenikapi park is called "Turkmenistan park" for some reason
