they don't "serve" shodan, but the point of the story is that they're the same thing despite seeming like opposites - the many are hypocrites who use tech to cover the world in meat despite hating "the machine mother" who created them, in the same way that shodan was made by a human, uses humans to further her own goals and consistently represents herself with human imagery while constantly reminding the player how much she hates filthy human insects. it's hard to view the many as a real alternative when they're effectively ken's radical centrist way of saying "collectivism is just as bad as hyperindividualism, ackshually"
