Guess you are not old enough, Back in the 1980's they were terrified of kids being kidnapped and going missing for years and forgetting who they were so -- many kids got " Identa-Kits" of fingerprints and photographs.
Also if you have security clearance you get fingerprinted .
And if Haiti / Zimbabwe / South Africa / Somolia / Congo are anything to go by ..
