imo I prefer it remaining an anarchy as all national, religious, ideological and political leaders have been killed off by Klaus and all their ideas suppressed into irrelevancy, leading to the rioters resorting to directionless rage to find any meaning in life.
Also just because actually having an anarchy that can't be stabilised for decades instead of 4 billion warlord states would be more unique than other mods
