She was already disassociating before you put it on her, when you fight Berdly she clearly "snaps out of it" but she still caves to your pressure and kills him. There was no supernatural hypnosis going on, it was pure psychological manipulation.

They don't want to kill anyone. They could if they wanted to (and the enemy didn't run), Ralsei kills the "Gerson statue."
Noelle can kill enemies with IceShock because she intuitively treats the Dark World like a game where enemies are supposed to be "defeated," and it doesn't give them a chance to run. You need to use Snowgrave on Berdly because Noelle realizes he's not just another enemy and holds back, unless you make her use a spell she knows is "fatal."
