Theodora was a heretic. The Lex Imperialis dlc reveals that she had an elaborate plan to steal the entire tithe from the entire koronus expanse. She was also in possession of the same glass that the heretics in the rykad system were using to conduct their rituals, and for some reason she was interacting with it during the incursion on her ship, which implies she was doing something with it during a crisis. Additionally, she was instrumental in the plot to commandeer necron technology, and she murdered hundreds of her own loyal crew to keep it a secret. She is very much a heretic for multiple reasons.
