Eye will mean Saturn. Still does look like slowly blinking eye. The association with the Eye and Fountain will be the Great Flood. Saturn nova'd and sprayed us while we were nearby. That is origin of brit or covernant too. The big spray left Saturn "in chains" (rings), that is, bound. That is what the rings resemble. If you look pictures of Saturn often show him with bindings on his legs and with a rainbow of sunlight diffusing in the water.
Chains are binding. A covernant is binding. That's what it means.

Whatever made the rings around Saturn would have equatorial rings around Earth that would light up like a raimbow when backlit at night.
The Ark with be an arc, a crescent, of another planet seen through those new rings. My guess is Jupiter when nearby, going on other legends.
Mount Ararat with be the "green mountain" seen under this planet, an electrical discharge. There are lots of similar green mountains all around the world said tl be the seat of legendary kings, e.g. Jebal Ahkdar in Oman, Arthur's Seat outside Edinburgh (literally Odin-burg, the City of God.
Noah's Ark will have been seen worldwide travelling through this new "sea" of Earth-Rings and as it happened when the Earth was totally flooded and seas formed the association will have been easy enough today.

I think this is a better explanation than Saturn's rings touching Earth BUT someone really building a seaworthy boat inland and saving his family and all the animals. A wooden boat of that size would fall to pieces. It would need untold tons of nails and tar too and still break up under its own weight. The cosmological explanation of an arc from a planet travelling behind rings also left by the flood I think fits better.
Saturn's rings have been shown to be ordinary water since spectral analysis in the 1960s. No sample yet confirming them to be literally salty sea water but IMO they would be.
