My main rule is; I select between poentially really good discs, I level them up, and if the substats landed bad, then I just live with it, until bother making them perfect.
Stress free life.

If you want tip for this, you can actually delay level 12 and level 15 indefinitely, eventually your agents will just naturally powercreep this static content and they become a cakewalk.
Corruption 8 though... that's part of the natural grind, it's a good idea to clear 1 once a week for your compliant agents. Otherwise they will just become giant stacks of paperwork like on Yanagi's desk.

If you want to spend some Calibration tuners, it's usually never a mistake to create a few ER discs on Slot 6, using swing jazz.
